ANDREWS INTRODUCES LEGISLATION TO ENCOURAGE

FAMILIES TO HOST FOREIGN EXCHANGE STUDENTS


 
WASHINGTON, D.C. --Rep. Robert Andrews (D-NJ) has introduced legislation, H.R. 5009, which would increase the monthly tax deduction for families hosting foreign students and other exchange students to $200.00 for every month that the student resides with that family.  This will change the current flat $50.00 deduction, which was established several decades ago, to the new deduction, which would be set initially at $200.00 and indexed to the annual cost-of-living adjustment.  

"International student exchange programs provide unique educational experiences, promote cultural awareness and understanding, and produce lifelong friendships,” said Andrews.  “ I believe participation in these programs should be encouraged, and I am pleased to introduce legislation to increase the tax deduction for American host families." 

Andrews conceptualized the idea for this legislation stemming from a meeting he had with representatives from the Youth for Understanding organization in New Jersey.  The legislation will likely be incorporated into a tax bill in the Ways and Means Committee, but its chance of passage this year is slim.  Although unlikely to become law this year, increased attention to the issue in the remaining months before Congress adjourns could better position the bill in the 107th Congress.  The Joint Committee on Taxation is currently determining the cost of the bill. When Congress reconvenes in early September, Andrews plans to send a "Dear Colleague" letter to generate support for the measure from other lawmakers.  

The 1999 Consumer Price Index data estimates that families spend an average of $587 to $1150 per month on expenses to maintain a 15-17 year old.  While most of these families are aware of this cost prior to agreeing to host a foreign exchange student, Rep. Andrews is hopeful that this tax deduction will encourage more American families to participate in this worthwhile program.

"The current deduction does not even begin to cover the expenses incurred by host families of exchange students, but I believe that an increase to $200 per month of stay will ease the financial burden on current host families, and encourage other families to host an exchange student in the future," concluded Andrews.
