Amount Requested: $0 This request is for the continued authorization of Phase 1 of the West Lake New Starts Project. Currently, the project sponsor, the Northern Indiana Commuter Transportation District (NICTD) is in the process of completing the Alternative Analysis portion of Phase 1 and plans to submit the project to the Federal Transit Administration for advancement in August 2009. Phase 1 of this new starts project would operate from Lowell, Indiana, to Millennium Station in downtown Chicago. The project would include the cost of preliminary engineering, environmental analysis, final design, property and rolling stock acquisition, and construction. This project is the first expansion of commuter rail in Northwest Indiana in over a century. Metra, Chicago’s suburban rail authority, operates over 500 route miles of service into Chicago. NICTD, on the other hand, operates a single 90-mile rail link to Chicago. With Northwest Indiana’s population on the rise and Chicago jobs paying 39 percent more than similar jobs in Indiana, Chicago will remain a major source of employment for local residents. The project will expand commuter rail capacity in Northwest Indiana, reduce congestion, improve air quality, reduce our dependence on foreign oil, and improve access to higher paying Chicago jobs. It will also improve the quality of life throughout the region as new stations become the focal points for reinvestment opportunities.
