Congressman Higgins Votes to Approve Legislation Aimed to Strengthen Local Small Businesses
 
Congressman Brian Higgins (NY-27) voted with his colleagues in the House of Representatives to approve a series of legislation focused on providing small businesses with support during these economically tough times that will strengthen the industry and local economy.  Collectively, the legislation creates greater opportunity for small companies in Western New York to expand and thrive.

“Ensuring support to our small businesses is critical to economic and job growth,” said Congressman Higgins.  “These pieces of legislation lay the essential groundwork for small businesses to develop and utilize the latest technologies and partnerships that will reinforce Western New York small business community.”

The legislation passed in the House includes:
  • H.R. 3014, Small Business Health Information Technology Financing Act which would create a program in the Small Business Administration (SBA) to guarantee up to 90% of loans to small medical practitioners and small businesses for the acquisition of health information technology--a critical step in improving the health care system.
  • H.R. 3738, Small Business Early-Stage Investment Act which would authorize $250 million for a new program in the SBA that provides equity investment in small businesses who otherwise may not be able to receive loans from banks or local credit unions. 
  • H.R. 1842, Expand Entrepreneurship Act which instructs the SBA to develop and submit a plan for job creation and to provide small rural businesses with a newly created web portal  which will provide valuable information on grant programs, loans, and education.
  • H.R. 1839, SCORE Program Improvement legislation that provides $7 million in FY 2010 and 2011 for the SCORE Program and requires the establishment of a networking program which would allow businesses in Western New York to partner with local business experts in order to receive guidance and regional strategies for maintaining and growing their businesses.
