Langevin Disability Amendment Passes

Amendment will become part of Homeland Security Authorization

 

(Warwick, R.I.) The House of Representatives today voted to include an amendment, offered by Congressman Jim Langevin (D-RI), in H.R. 1684 - - Department of Homeland Security Authorization Act for Fiscal Year 2008. The Langevin Amendment directs the Federal Emergency Management Agency and the Disability Coordinator at the Department of Homeland Security to enter a cooperative agreement with the National Organization on Disability (NOD) to carry out its Emergency Preparedness Initiative.

“As we take steps to make our nation a safer place, it is critical to keep in mind that if we neglect issues of accessibility and inclusion in our planning, the problems that surface later will be more complicated, more expensive, and in some cases will cost people their lives,” said Langevin, co-chair of the Bipartisan Disabilities Caucus and member of the Homeland Security Committee. “After the September 11 attacks, NOD showed tremendous leadership by launching the Emergency Preparedness Initiative, and passage of this amendment will ensure this critical program continues. This is an excellent example of private industry and the federal government working together.”

The Emergency Preparedness Initiative (EPI) ensures that emergency managers address disability concerns and that people with disabilities are included at all levels of emergency preparedness – planning, response, and recovery.  This type of planning has the added benefits of assisting elderly and other vulnerable groups in cases of emergency.  With support from Congress and many in the disability community, EPI has become firmly established within the emergency management industry and disability advocacy organizations.

"The 54 million American with disabilities, and ultimately, with NOD's increasing international reach, the billions with disabilities worldwide, owe an enormous debt of gratitude to Congressman Langevin for his vision, energy and perseverance in making sure that people with disabilities will be accorded the same civil rights as all others," said Michael R. Deland, president of NOD. "Due to this amendment, NOD will work cooperatively with DHS to ensure that people with disabilities and all those with special needs are protected during future disasters - manmade or natural."
