The Office of the Chief Administrative Officer (“CAO”) House Information Resources (HIR) is seeking contractor support to provide Technology Service Support to staff of the U.S. House of Representatives (“House”) in both Washington, DC and district offices.

OAM25078S - RFP – Cannon Coffee Café

The House of Representatives is seeking proposals from experienced vendors to operate a new coffee shop located within the Cannon House Office Building. The primary focus is to provide high-quality coffee and espresso-based beverages, as well as a limited selection of food and grab-and-go options. The House is looking for convenient, efficient, and customer-focused service that enhances the overall workplace experience for Members, staff, and visitors. Full details are provided in the attached Request for Proposal (RFP) and supporting documents.

A pre-proposal webinar for interested Contractors will be held online on August 12, 2025. The webinar is an opportunity for interested Contractors to better understand the House’s expectations and ask any questions prior to proposal submission. To attend, please email Breana.Wilson@mail.house.gov. A link will be sent out to registrants two hours before the webinar begins.

Proposals are due no later than September 4, 2025, at 2:00 PM EST, unless amended. Offerors must complete all applicable fields on page 1 of the RFP and include all required documentation as outlined in the solicitation.

All RFP-related questions must be submitted using the Request for Information format to Breana.Wilson@mail.house.gov no later than 2:00 PM EST on August 13, 2025.
