SPECIALIZED ETHICS TRAINING FOR SENIOR STAFF

Per the 2008 ethics training guidelines issued on February 13, 2008, all employees (including senior staff) must take one hour of general ethics training.  New senior staff must also take a second hour of specialized training on topics relevant to senior staff.  "Senior staff" is any employee who is required to file a Financial Disclosure Statement.  For ethics training purposes, "new senior staff" is any senior employee who was hired after November 1, 2007 and did not complete the senior staff training in 2007.

In 2008, all new senior staff -- whether based on Capitol Hill or in a district office -- may fulfill their senior staff ethics training requirement either by attending a live presentation or by watching a video of the live presentation.  The video presentation is available on HouseNet through the link below.  Any senior employee  who watches the video presentation must complete a certification from attesting that they have done so, have it signed by their supervisor, and fax it to the Committee.  Prompt submission of these forms is encouraged.  A link to the written training materials that accompany the presentation is also provided below.

ON-LINE ETHICS TRAINING FOR NEW EMPLOYEES IN DISTRICT OFFICES

On February 13, 2008, the Standards Committee issued guidelines on the annual ethics training requirement for all officers and employees.  As discussed in those guidelines, all new House employees (i.e., any employee hired after November 1, 2007 who did not complete ethics training in 2007), including district staff, must complete one hour of general ethics training within 60 days of beginning employment with the House.  Employees who are based on Capitol Hill must complete their training by attending a live session led by Committee counsel.  Employees based in district offices may fulfill the new employee training requirement by viewing a video version of the new employee training on HouseNet.

A video of the ethics training for new congressional district employees lasting approximately one hour is available through Housenet, on the “Personnel” page, for those staff who are unable to participate in a live training session.  Written training materials for use in conjunction with this training are available below.
