July 28, 2003—Before Congress recessed for the month of August, U.S. Representative Trent Franks, a member of the freshman class working group “Washington Waste Watchers,” introduced a resolution to term limit members of the House Committee on Appropriations.
“Since arriving in Washington, I have been struck by the casual attitude toward excessive federal spending,” Franks said. “Term limiting the appropriators is no reflection whatsoever on the leadership of those that are currently serving on the Committee. This is simply a preventative measure that will allow fresh idealism into the appropriations process.”
This proposal would limit appropriators to no more than three Congresses (six years) in a period of five successive Congresses. The House Committee on the Budget already has a term limit policy of four Congresses.
“It is impossible to speak out against pork spending on the House Floor without supporting measures that go beyond criticizing the requests. Instead, we also need to address the systemic issues within the process. Reforming the decision-making power structure in federal spending is a significant step in altering the entire process of how appropriations are authorized.” |
