February 13, 2003—Today Congressman Trent Franks joined fellow Republicans in passing H.R.4, The Personal Responsibility, Work, and Family Promotion Act of 2003. Included in this bill are financial incentives for community-based organizations that promote healthy marriages, increased funding for child-care programs, and better job training programs.
During the past five years, 78,197 Arizonans have left the rolls of welfare and 390,000 people have risen above the poverty level. Building on the success of the 1996 welfare reforms, this legislation will increase work requirements, provide additional opportunities for training and education, and extend health benefits to those making the transition into the workforce. Childcare quality, cost, and availability will also improve.
H.R.4 offers new authority to enable states to coordinate a range of programs in order to improve service delivery. Eligible programs include Food Stamps, Public Housing, and Child Care, among others.
“America’s families need programs like the one passed today,” Franks said. “One that increases job training and self-reliance through the stability of family and better care for our children. Addressing core issues, like healthy marriages, education, and support to parents, will serve to strengthen our families and provide long-term success. This is not only the sensible course of action, but it is truly the compassionate thing to do.” |
