Higgins Votes to Approve Cash for Clunkers
Environment Friendly Bill Gives Consumers $3,500 or $4,500 Vouchers for Less Efficient Vehicle Trade-Ins
 
Today Congressman Brian Higgins (NY-27) voted with his colleagues in the House of Representatives to approve H.R. 2751, the Consumer Assistance to Recycle and Save Act, a version of the bill commonly referred to as “Cash for Clunkers,”  that will provide incentives for registered owners of high polluting automobiles to replace their older car with a new fuel efficient vehicle. 

“This incentive for consumers to purchase more fuel efficient vehicles is good for the environment and the economy on so many levels,” said Congressman Higgins.  “Newer, more efficient cars and trucks mean less pollution, less dependence on foreign oil and lower gas bills for drivers.  In addition, when people buy things, people make things and when people make things, people work – meaning more business for auto dealers and more work for automotive manufacturers and their suppliers, an established industry in this community, providing thousands of jobs for Western New Yorkers.”

Under the legislation consumers are eligible for $3,500 voucher toward the purchase price or lease price of new fuel efficient automobile if the new vehicle:
•    is a passenger automobile with a combined fuel economy value at least 4 miles per gallon higher than the combined fuel economy value of the trade-in; or
•    is a category 1 truck (0 - 6,000 lbs) with a combined fuel economy value at least 2 miles per gallon higher than the trade-in;

Consumers may also receive the $3,500 voucher if they are trading in a category 2 truck (6,001 - 10,000 lbs.) for a new category 2 truck that has a combined fuel economy value of at least 15 miles per gallon and has a fuel efficiency at least 1 mile per gallon higher than the trade-in vehicle or if the trade-in vehicle is a category 3 truck (10,001 - 14,000 lbs.) from 2001 or earlier. 

The bill will provide a $4,500 voucher toward the purchase or lease of a new fuel efficient vehicle if the new vehicle:
•    is a passenger automobile with a combined fuel economy value at least 10 miles per gallon higher than the combined fuel economy value of the trade-in; or
•    is a category 1 truck with a combined fuel economy value at least 5 miles per gallon higher than the trade in; or
•    is a category 2 truck with a combined fuel economy value of at least 15 miles per gallon and at least 2 miles per gallon more efficient than the category 2 truck being traded-in.

The voucher will be submitted electronically directly to the auto dealer.  Consumers will be allowed only one voucher and vouchers may not be combined. 

The bill now moves to the Senate for approval and then the President for his signature.  Once signed into law, the program will go into effect starting July 1, 2009 and will be available for one year.
