OCEAN POLICY FOR THE 21st CENTURY

Dear Colleague,
As co-chairs of the House Oceans Caucus and the Congressional Coastal Caucus, we
invite you to a briefing we are hosting on the U.S. Commission on Ocean Policy's Preliminary
Report. This event will occur on Monday, April 19, 2004 from 1:00-2:00 pm in room 2318 of
the Rayburn House Office Building.
As you may know, the Commission was mandated by the Oceans Act of 2000 to review our
nation's stewardship of its water resources. On Monday, Commission representatives will
present their blueprint for a new national ocean policy in the 21st Century, discuss the
major findings and recommendations contained in the report and answer any questions you may
have. The Preliminary Report addresses a broad range of issues including ocean governance,
stewardship of marine resources, pollution prevention, and support for marine science,
commerce and transportation.
The release of the Preliminary Report is the first part of a two-stage process. The
Report will be available for review and comment by the nation's governors and interested
stakeholders until May 21, 2004, when the comment period will close. The second stage
begins after May 21st, when the Commission reviews all the comments and prepares a final
report for transmittal to Congress and the President, including detailed recommendations
for a coordinated and comprehensive national ocean policy.
